pay for mandatory pd

I am an hourly paid teachers assistant in a charter school. We don't receive any benefits, paid holidays, and apprarently are unable to collect unemployment in the summer. We haven't received raises in at least 3 years. Now we are being told that we have to do 12 hours of unpaid mandatory proffesional development during school days off. Should we be getting paid since we are hourly employees? I can't seem to find the answer to this question anywhere.
