changing jobs within your district

I work for a large inner city district in the southeast portion of Pennsylvania. Our policy for changing jobs within the district is that once you accept a position on which you bid, you cannot move into that new position until someone bids on & accepts your old position. This creates a "domino" effect throughout the district. If you do not move at the beginning of the year before school is in session, you could wait the entire school year to move. This can result in real problems, especially if there is a conflict with you & another member of your team or a student who is exceptionally abusive. We recently had one para wait nearly 3 months to move to a new job. I was wondering how other districts in Pennsylvania handle movement within their district.
